Isaac Lawrence Milliken (August 29, 1815 – December 2, 1885; buried in Rosehill Cemetery) served as mayor of Chicago, Illinois from 1854 to 1855. He was a member of the Democratic Party. In the election of 1854, Milliken, a blacksmith,[1] defeated Amos Throop, who ran on the Temperance Party ticket.[2]

Following his term as mayor, Milliken stayed in public service, becoming a police magistrate.[3]
